    Responsible for performing gap analysis and specifications for new system, including mapping data requirements to current system, identifying improved data structures and processes for a replacement system for the 834 transaction, to meet federal requirements for health care information protection.

    Responsibilities included user and management interviews, business needs assessment and documentation of all sections of a detailed Business Process Analysis for the CDE’s SACS system.

  • California Department of Education, Publication Reporting Inventory and Sales Management System, Team Lead (2009-2010)
    Responsibilities included user and management interviews, business needs assessment and documentation of all sections of an internal Business Needs Assessment, FSR and an ITPP for the PRISM project. Creating and maintaining the project plan; managing and reporting status, risks, and issues. Interviewing staff to discover the opportunities and constraints of replacing the systems in use, and to refine and validate the final business requirements for the new system. Researching commercial-off-the-shelf (COTS) products and emerging hosted technologies; Assessing availability, feasibility and functionality of the proposed solution and alternative solutions.   • California Department of Transportation, Transportation System Network (TSN)/TASAS Business Process Review, Team Lead (2009-2010)
    Responsible for process analysis, modeling and improvement recommendations for business practices related to data entry and retrieval from the Caltrans’ TSN, an IT system based on Oracle. Conducted interviews to develop the initial documentation of current business processes. Conceptualized, documented, and modeled the current business processes. Conducted interviews to document unmet business needs related to business processes, technology, data and organizational issues. Conducted working sessions to validate unmet business needs. Uncovered potential process improvements for recording collisions on state highways that would significantly benefit the California Highway Patrol as well as Caltrans. Participated in the development of short- and mid-term recommendations for process improvements and for system enhancements.

    Responsible for gathering information, developing the proposed solution and the associated economic analysis, and presenting the proposed solution and the completed Feasibility Study Report (FSR) for the improvement of the Department’s Commercial Fisheries Information System. Conducted interviews to develop and validate business requirements. Assured the quality of the Business Case, Baseline Analysis and Proposed Solution descriptions. Participated in discussions with the Department of Finance (DOF) to resolve concerns and determine the best strategy for obtaining DOF approval of the associated Budget Change Proposal. Received a letter of commendation from the Information Technology Branch Chief for superlative research and a well-conceived solution, delivered in a remarkably short period.

    Responsible for database design and quality assurance, analyzing and evaluating data structures in the recently implemented California Water Quality Information System (CIWQS) against business information requirements, and recommending new business rules and schema structures to address emerging business needs and enhance data quality. Updated training materials for programmers, conveying key characteristics of the Water Boards’ Enterprise Data Model and clarifying the purpose, functionality and application of several important meta-model structures. Researched, documented issues for correction within the CIWQS data schema & data dictionary and developed uniqueness constraints, and data change rules for implementation to improve data quality.

  • Department of General Services, Procurement Division, Project Leader/Senior Technical Specialist (2006-2007)
    Responsible for managing all aspects of the project to research, create and present the Feasibility Study Report (FSR) for the consolidation of data within multiple independent Access database systems into a single Procurement Division Management Information System (PDMIS). Additionally, responsible for analyzing the financial impacts of implementing an electronic solicitation system for the eRFx FSR. Created the project plan, reported status and monitored risks and issues. Conducted interviews to develop and validate business requirements and conceptualized the proposed database solution and assessed the availability, feasibility and functionality of custom-off-the-shelf (COTS) components for business process management and procurement data reporting.

  • Department of Health Care Services, Senior Technical Specialist for Business Requirements Gathering (2005-2007)
    Technical lead developing the ITPP, RFP and extensive business and system requirements for the Request for Proposal (RFP) to procure a replacement claims adjudication system (SD/MC II) for full compliance with HIPAA regulations. Conducted JAD sessions and focus groups with Subject Matter Experts to validate existing business and system requirements and discover new requirements for HIPAA compliance. Drafted requirements in singular, concise, measurable terms as the basis for evaluation criteria. Developed a high-level data model and process models to facilitate concurrence among users, and developed all sections of the RFP for this multi-million dollar procurement for custom development.

Conducted a Project Kick off meeting to inform stakeholders of the purpose, scope and goal of the project, and obtain their strategic input. Conducted interviews with management and staff to discover and validate requirements, opportunities and constraints of replacing the systems in use. Developed project deliverables, including the Project Charter and Work Plan, the bi-weekly Status Reports, Business and Functional requirements, Gap Analysis and final report of findings and recommendations. Managed the project resources, risks and issues, and reporting the progress of the project, including tracking project costs against contracted deliverables.

  • Dept. of Consumer Affairs, Professional Licensing & Enforcement Mgmt System (PLEMS) BPA & FSR Business Analyst: Technical Lead/ Process & Data Modeler (2002-2003)
    A Team Lead in extensive business process analysis, documenting the processes of nearly forty DCA Boards and Bureaus, in preparation for selecting a COTS solution to support a single Department-wide system. Conducted JAD sessions and BPA workshops to confirm current activities and gather future requirements. Developed and adapted best practices to accommodate the requirements of specific DCA organizations. Modeled “To-be” processes for each DCA organization using BPWin, conforming to IDEF0 and IDEF3 standards. Identified information requirements and developed Oracle Designer data models to support business processes. Conducted interviews with subject matter experts to clarify current and future information needs. Enhanced user understanding of the enterprise data models with text documentation. Conducted JAD feedback sessions to refine and validate the models. Produced detailed data models, glossary definitions and supporting documentation suitable for system design.

    Lead DMV project staff and users in function analysis and requirements documentation for an enterprise- wide alternative procurement effort, involving drivers’ licensing, vehicle registration and occupational licensing business units of the California Department of Motor Vehicles. Create and conduct custom training classes and introductory sessions for business systems analysts and end users on Oracle, Oracle Designer, data modeling, systems modeling, matrix diagramming, and repository management.
