California Department of Transportation - Caltrans Integration Study (CIS) 2003-2004
RTC consultants assisted in an enterprise wide analysis of financial processes and systems, including gathering baseline systems’ costs and a mapping of each system’s functions to core financial functions, creating an enterprise level conceptual architecture to support the Department’s financial data and processes, and the implementation strategy for the proposed architecture. RTC consultants also created an enterprise-level conceptual data model for the Department’s project and financial data. RTC performed a quality review of the data models being developed on this project, which included mapping entities to process requirements for completeness checking and accuracy.
California Department of Transportation - IT System Information Study ITSIS) 2003-2004
Performed process modeling and interviewing across all Caltrans divisions and HQ units to develop an enterprise-wide set of process models and function hierarchies, agreed across divisions and program areas. Developed a data model and database design to hold IT systems information, to help Caltrans manage its IT systems inventory, reduce overlaps and assist with procurement efforts. Interviewed stakeholders and presented feedback sessions to review and agree models. Created a database design with associated design documents and implemented the “IT System Catalog” database in Oracle9i, using Oracle Designer to model and generate data schema. Developed PL/SQL routines to load and enter IT systems data from other sources into the catalog. Performed data loading, user acceptance testing and final application system rollout involving approximately 20 screens and reports, and 15 database tables.
California Department of Consumer Affairs – PLEMS Enterprise Business Process Analysis 2002-2003
Developed an enterprise-wide process model (and function hierarchy to DFD Level 1) and enterprise data model for the DCA, in preparation for writing an FSR for licensing and enforcement software across 36 Boards and Bureaus. RTC won the ensuing contract and wrote the FSR (Feb –May 2003).
California State Water Resources Control Board – Enterprise Data Modeling 1999-2004
Analyzed requirements and create an enterprise-level data model of integrated information requirements for a major alternative procurement effort involving the redesign of multiple systems.
California Department of Motor Vehicles (DMV) – Joint Enterprise Data Integration Strategy 2000-2002
Assisted the development of skills for new staff in newly created data administration group at DMV. Guided and coached team in the development of an integrated data model across the DMV enterprise, and provided extensive training and custom workshops in data modeling, data analysis, quality assurance, data administration, repository management, and Oracle Designer.
California Department of Motor Vehicles (DMV) Enterprise Business Process Integration and Modeling Project 2000-2001
Performed process analysis, quality assurance of data models, user interviewing and development of an enterprise-wide integrated function hierarchy to integrate core functions across Occupational Licensing, Drivers’ Licensing and Vehicle Registration areas. Provided training, project management support, extensive team mentoring, Oracle Designer and method expertise to the Business Process Integration DMV staff.

Performed process modeling and interviewing of stakeholders across all Caltrans divisions and HQ units to develop a methodology for integration of transportation project identifiers across the enterprise. Presented findings and recommendations to stakeholders, Agency and the project steering committee.

Assist the Enterprise Alternative Procurement team in creating, structuring, and writing an effective Request for Proposal (RFP) for a major enterprise systems redevelopment at the Department. Assist the planning of vendor communication strategies.
California Water Resources Control Board Invoicing System Development 2000-2001
Perform requirements analysis, database and application design, and systems implementation for a Web-enabled invoicing system allowing the Water Board to charge other entities for services, including the provision of electricity, in the State.
California Department of Transportation RFP Assistance 2001-2002 Provide assistance in the research of requirements, and create and write an RFP for Caltrans’ Accounting Department.
